H&SC 25201.16(h)(4) This facility is puncturing aerosol cans with equipment designed to capture the liquids, but not the propellant. No written procedures were available on site for this activity. A universal waste handler may process a universal waste aerosol can to remove and collect the contents if the handler ensures that the processing operations are performed safely by developing and implementing a written operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a minimum, include the following: 1. type of equipment to be used 2. operation and maintenance of the unit 3. segregation of incompatible wastes 4. proper waste management practices, including ensuring that flammable wastes are stored away from heat and open flames 5. waste characterization Immediately cease the puncture of universal waste aerosol cans, or develop written procedures for this process and submit a copy of these procedures to the EHD by March 12, 2011. 999. H&SC 25201.160) No notification has been made to the EHD for the puncturing of aerosol cans. A universal waste handler that processes universal waste aerosol cans shall, no later than the date on which the activity is first initiated, submit a notification, in person or by certified mail, to the EHD. Each notification shall be completed, dated, signed, and shall include: 1. name, identification number, site address, mailing address, and phone number of the handler 2. description of the aerosol can processing activities, including type, estimated volumes or quantities of aerosol cans to be processed monthly, treatment processes, equipment description, and design capabilities 3. description of the characteristics and management of any hazardous treatment residuals An amended notification shall be submitted within 30 days of modifying any of the submitted in the notification. Immediately cease the puncture of universal waste aerosol cans, or submit a complete notification to the EHD by March 12, 2011. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122).
