Clay St., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS 1,CLASS 11,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Class II violations: (20) <br /> 20. A 55 gallon black steel drum of oily solids inside the shop and two 55 gallon steel drums of used <br /> antifreeze outside the shopwere missing a hazardous property. All hazardous waste containers shall be <br /> marked with the following information: <br /> 1. the words "Hazardous W ste" <br /> 2. name and address of generator <br /> 3. hazardous properties (flarnmable, corrosive, reactive, toxic) <br /> 4. physical state (liquid, solid) <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> The labels were corrected at the time of inspection. Ensure that all hazardous waste containers are <br /> marked with all the required information. REPEAT VIOLATION <br /> Notice to Comply - Minor vi lation& (7, 32, 45, 49) <br /> 7. Metal fines generated fro metal cutting, grinding, and drilling are being recycled as scrap metal <br /> without first determining pa icle size or hazardous properties. Any person who generates a waste shall <br /> determine if the waste is a hazardous waste. Immediately stop recycling metal fines, make a hazardous <br /> waste determination for the utting, grinding, and drilling waste, and manage it according the Title 22 <br /> hazardous waste regulation. Particles 100 microns or smaller must be handled as hazardous waste if <br /> the metal is determined to be a hazardous waste. Submit a statement and supporting documentation <br /> explaining how this waste was managed by August 8, 2011. <br /> 32. A tank assessment was not available on site for the used oil tank. A hazardous waste generator <br /> shall obtain and keep on sit4 a written assessment for each hazardous waste tank at the facility. This <br /> assessment shall be reviewed and certified by an independent, qualified, professional engineer, <br /> registered in California, and shall attest to the tank system's integrity. The assessment shall determine <br /> that the tank system is adequately designed and has sufficient structural strength and compatibility with <br /> the waste stored, and shall be written in accordance with Title 22 regulations. Immediately obtain a <br /> written tank assessment for the used oil tank at this facility in accordance with Title 22 regulations, <br /> maintain a copy on site at the facility, and submit a copy of the certified assessment to the EHD. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECT19N AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Re B : Title: <br /> EHD 232-003 Rev 08/10/10 CONTINUATION FORM <br />
