1 CALIFORNIA POLLUTION CONTROL FINANCING AUTHORITY <br /> iii. Loan/grant agreements will include provisions that hold the party <br /> responsible for contaminating the parcel accountable for repaying the <br /> loan/grant if applicable. <br /> d. The Eligible Applicant must have a Remedial Action Plan,Voluntary Cleanup <br /> Agreement,or equivalent,with a legally authorized Oversight Agency in order to <br /> receive their Loan/Grant <br /> IV. In competitive situations,the ranking of Development Projects may include the <br /> following criteria. Note ranking will be based on points characteristics identified below <br /> are not listed in order of priority. <br /> a. Project readiness. <br /> b. Affordable housing developmentâincluding the depth and duration of affordability. <br /> c. Residential development- <br /> d. <br /> evelopmentd. Mixed-use development <br /> e. Location of development within an economically distressed community. <br /> f. Number of residential units created. <br /> g. Number of large family units created. <br /> I Square footage of units. <br /> i. Density of Development Project. <br /> j. Housing need in the community. <br /> k. Leveraging of funds. <br /> L impact on community/neighborhood revitalization. <br /> it, Utilization of sustainable building methods. <br /> n. Site amenities. <br /> o. Proximity to transit. <br /> P. Proximity to schools. <br /> q. Proximity to parks. <br /> V. Eligible Costs <br /> a. Performing or obtaining technical assistance. <br /> b. Cleanup,mitigation and remediation of brownfieid project. <br /> VI. Ineligible Costs <br /> a. Ongoing operation and maintenance past the term of the loan. <br /> VII. Minimum/Maximum Award Amount <br /> a. Minimum: $50,000. <br /> b. Maximum: $5 million. <br /> c. Awards may include contingency language that allows grantee/botrower to seek <br /> additional funds during assessment/remediation to cover new discoveries and/or <br /> other unforeseen circumstances,up to the maximum program grant/loan amount. <br /> d.
