i <br /> CALIFORNIA POLLUTION CONTROL FINANCING AUTHORITY <br /> i <br /> i. A Brownfield Project does not include sites that are contiguous to other <br /> brownfield sites,unless it can be shown that the proposed site can be <br /> remediated without the need to remediate the contiguous site or that the <br /> contiguous site is being remediated. <br /> b. "Promote"is defined as a development project that <br /> 1 i Is directly related to,and necessary for,new infill residential and nixed use <br /> development <br /> ii Will directly serve the residents and target population of the new infill <br /> residential or mixed-use development,and may include,but ate not limited <br /> to: transit linkages and facilities,parks,child care centers,neighborhood or <br /> 1 <br /> senior centers,preschools,and libraries. <br /> c. "Infill development"means development or redevelopment of unused, <br /> underutilized,or existing properties within established urban and/or rural <br /> neighborhoods or communities,where those neighborhoods or communities are <br /> already served with streets,water,sewer and other public services. <br /> IL Eligible Applicants <br /> a. Loan and Grant Eligibility: Any private or public sector developer of an eligible <br /> project. <br /> b. Applicant or affiliated project proponent must own the Brownfield or have site <br /> control, consistent with current CALReUSE program regulations,CCR 58092(d). <br /> III. Eligible Projects <br /> a. A development project that promotes or creates infill residential or mixed-use infill <br /> development <br /> b. The Development Project on the Brownfield Project must demonstrate consistency <br /> with regional and local land use plans through both of the following. <br /> i Evidence that the project is located in an area designated for mixed-use or <br /> residential development pursuant to one of the following adopted plans: <br /> 1. A general plan. <br /> 2. A housing element <br /> 3. A project area redevelopment plan. <br /> 4. A regional blueprint plan. <br /> 5. A regional transportation plan. <br /> 6. A capital improvement plan. <br /> ii. A letter from a local planning official demonstrating diligent pursuit by <br /> project proponents of necessary entitlements.. <br /> c. Responsible Parties <br /> i. CPCFA will.consider applications of Brownfield Projects that ate orphan <br /> sites as well as those that have responsible parties. <br /> ii.
