(AGE) on your behalf. The report was prepared by <br /> AGE in place of a work plan to conduct a soil vapor investigation at the above-subject <br /> site that had been directed by the tHD by letter dated April 29, 2009. In the report, AGE <br /> stated that residual soil contamination left in place will not pose a significant-threat to' <br /> human health or to the environment and presented a justification for this conclusion. <br /> The EHD has discussed the contents of the report with the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB). Concerns by the EHD and the CVRWQCB <br /> are presented below: <br /> • The report did not include results from the evaluation of residual <br /> contamination for chemicals of concern I ft in place using the Environmental <br /> Screening Levels. (ESLs) established by the San Francisco Bay Regional <br /> Water Quality Control Board (SFBRW CB), for gross contamination and <br /> direct exposure. <br /> • Although 'there may not be California Human Health Screening Levels <br /> (CHHSL) for total petroleum hydrocarbons (TPH) quantified as diesel <br /> (TPH-d), there are ESLs for TPH-middle distillates to compare concentrations <br /> of TPH-d. <br /> • TPH-d has not been identified as a known carcinogen; however, TPH-d <br /> contains naphthalene, a compound ide tifed as a possible carcinogen to <br /> humans by the International Agency for Research on Cancer (IARC). <br /> Residual concentrations of naphthalene if available `in soil, have not been <br /> compared to ESLs. <br />
