MAIN STREET, STOCKTON CA. <br /> SITE CODE #505603 <br /> On March 27, 1995 San Joaquin County Public Health Services Environmental Health Division <br /> Site Mitigation Unit staff (PHS/EHD) approved a Phase I Environmental Assessment (EA) <br /> workplan submitted to this office March 10, 1995 for the above referenced site by the Mark <br /> Group Inc. (MARK) for Hinaman Trust (property owners). Work at the site was witnessed by <br /> Ronald Rowe of PHS/EHD and completed March 31, 1995. A preliminary site assessment <br /> report was generated by MARK on April 28, 1996. PHS/EHD received and reviewed the report <br /> May 15, 1995. <br /> As a result of reviewing the report referenced above PHS/EHD initiated communications with <br /> Chevron USA Products Company (Chevron) and Hinaman Trust in an effort to complete the <br /> responsible parties (RP) search consistent with all sites placed in the Local Oversight Program <br /> (LOP). Concluding this search and reviewing all information requested it has been determined <br /> that Chevron is the sole owner and operator of all service station appurtenances at this site <br /> referenced above also documented in the lease agreement executed November 12, 1954. <br /> Special notice to subsurface conditions observed and or reported at this site by MARK and <br /> PHS/EHD warrant comment at this time. The approved EA workplan proposed to collect native <br /> soil samples in the former Underground Storage Tank (UST) area. The following quotations <br /> from the MARK report requires consideration; <br /> "Six boreholes were drilled in the former UST area in an attempt to collect native soil samples <br /> from below the former UST locations (proposed depth of 12 to 13 feet). MARK was not able to <br /> collect these samples from the proposed depth due to the presence of concrete in the backfill <br /> material. The concrete prevented drilling beyond a depth of 2 to 3 feet. " <br /> "Fill materials encountered during drilling included clayey soil and concrete rubble. The <br /> concrete rubble was encountered with the former UST area, below a clayey fill material at a <br /> depth of 2 to 3 feet below ground surface (bgs). Clayey fill was identified in the pump island <br /> (3 feet bgs) and hydraulic lift areas (7.5 feet bgs). The native soil at the site consists of moderate <br /> brown, damp, moderately plastic clay. " <br /> A Division of San Joaquin County Health Care Services <br />
