Chevron U.S.A. Products Company
2409 E. Main Street, Stockton CA.
Page 2
"Because of this limitation only two soil samples were collected. Sample B2 was collected from
a depth of approximately 3 feet in the southern portion of the former UST area. PID readings
[I 10 parts per million (ppm)] and gasoline odor were noted during the collection of sample B2.
Sample B1-G was collected from a depth of 13 feet, in native soil on the south side of the former
UST location after encountering multiple drilling refusals (shown on Drawing 2) in the concrete
rubble fill materials. "
"MARK was unable to obtain samples from directly beneath the former UST's due to the presence
of concrete rubble backfill in the former UST locations. One sample (B-1 G)from a depth of 13
feet bgs was collected to evaluate the soil quality adjacent to the former UST's; however, due
to the rubble in the UST area, this sample was collected outside the footprint of the former
UST's....Hence, the subsurface beneath the UST area remains unexplored. "
"Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of
Underground Tank Sites (Tri-Board Recommendations) require soil or groundwater investigation
when fuel leaks are indicated by nuisance conditions, by inventory losses or by a confirmed failed
tank system test. Soil or groundwater testing is also required during routine tank removal.
During tank removal, the collection of a specified number of soil samples from a maximum of
two feet into the native soil beneath the UST's is required. "
"Recommendations
■ The waste oil tank, associated pipelines, and waste oil sump should be removed.
Removal will require permitting through the Stockton Fire Department, the
SJCHA, and possibly other regulatory agencies. Soil samples should be collected
from the waste oil tank and sump areas to assess the underlying soil quality;
■ Samples of the native soil underlying the former UST's should be sampled and
tested in accordance with SJCHA and Tri-Regional Board Staff Recommendations
for Preliminary Evaluation and Investigation of Underground Tank Sites. This
work could be performed at the time of the removal of the waste oil tank, and
■ A copy of this report should be mailed by you to the SJCHA. M4RK
recommends initiating dialogue with the SJCHA to evaluate measures to be taken
to obtain closure for the former and existing UST's. Mr. Ron Rowe, SJCHA,
states he is willing to discuss a reasonable course of action for site closure. "
Overall, PHS/EHD concurs with MARK's findings and recommendations.
