E&R Freeman -2 - 22 May 2013
3138 E. Main St., Stockton
San Joaquin County
directives in my 13 February 2013 letter as previously issued, to submit the Corrective Action
Plan after conducting and reporting the Pilot Study results, still stand and compliance is
mandatory. All future directives for this case will come from this agency, as appropriate and in a
timely fashion. This is done to protect human health and beneficial uses of the groundwater
under your site.
Please provide a new schedule that includes a phased approach to the approved work plan,
starting with the soil boring at location SVE-1A/B. Begin soil sampling starting at 5' below
ground surface, and at 5' intervals until there is no evidence of contamination or until
groundwater is present. A grab groundwater sample is to also be collected and analyzed from
the soil boring. The soil and groundwater data will be presented to me in an email with a
recommendation for conducting the previously approved Pilot Study, if appropriate. The data
and my response will be posted onto GeoTracker. The data may also be used to update the
LTCP Checklist if shallower soil contamination is found in the dispenser area or if higher
concentrations are found in groundwater. The new schedule for the phased approach is due
6 June 2013. If you have any questions or comments, you may call me at (916) 464-4615 or
email me at ibarton(@waterboards.ca.gov.
/s/original signed by
• JAMES L.L.
