y
tly/6-1
PUBLIC-eHEALTH SERACES qur
I1SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION =
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street • P.O. Box 388 • Stockton, CA 95201-038$
(209) 468-3420
MR FRANK RYAN 3
FRANK RYAN REALTY
745 DISTAL DR 199 '
LOS ALTOS CA 94022
RE: Fuller Mobile Home Paris SITE CODE: 2491
365 East Louise
Lathrop, CA 94022
San Joaquin County Public Health Services, Environmental Health Division(PHS/EHD)has reviewed the February
10, 1995 letter regarding destruction of domestic water well and the Phase II Site Characterization report dated
February 23, 1995. The letter and the report were prepared by WHF Environmental and Engineering Group for
the above referenced site.
The report contains analytical laboratory results for Benzene, Toluene, Ethyl Benzene and Xylene (BTEX);
Gasoline, Diesel,Kerosene and Motor Oil. The reported analytical results for BTEX follow proper detection limits.
The reported detection limit for Gasoline exceeds the recommended detection limit as listed in the Tri-Regional
Guidelines. The reported detection limit is .5 parts per million(ppm)which is 500 parts per billion(ppb). Gasoline
is to be reported at a detection limit of 50 ppb.
i'
The reported detection limit for Diesel exceeds the recommended detection limit as Iisted in the Tri-Regional
Guidelines. The reported detection limit is .1 ppm. Tri-Regional guidelines recommend 50 ppb for Total Petroleum
Hydrocarbons as Diesel as the detection limit. Detection limits for Kerosene are not defined in the Leaking
Underground Fuel Tank (LUFT) manual or the Tri-Regional guidelines. PHS/EHD recommends Kerosene to be
analyzed to the same detection limit as Diesel.
MW-7 is *e well with the lowest concentration of Diesel. The concentration of Diesel in this well is 200 ppb.
This well is located south of the western storm pond. MW-4 is located offsite on Bizzibe Street. This well has a
concentration of 400 ppb of Diesel: The concentration of diesel in MW-5 is 800 ppb. The concentration of Diesel
in MW-6 is 400 ppb. All four of{the new wells are within the Diesel plume. These same four wells, however,
are well placed for contouring the extent of the BTEX plumes.
Because none of the wells are non detect for Diesel PHS/EHD has determined that the lateral extent of the Diesel
plume has not been completely defined. The data indicates that the plume has migrated offsite to the east.
Remediation of the plume may begin at this time to prevent further migration of the plume.
The report discusses the lateral extent of,soil contamination based upon soil results obtained from installing
monitoring wells 1,2 and 3 and drilling borings 2,3 and 4. Contaminated soil samples were all obtained from depths
ranging from 10 to 12.5 feet. The boring logs from the wells and borings that note a depth to water indicated
groundwater at 10 feet. The contaminated soil exists at the capillary fringe. This indicates that hydrocarbons in
the groundwater have adsorbed to the clay particles present in the capillary fringe. This type of soil contamination
may be remediated with traditional groundwater remediation techniques.
A Di%inion of San,Joaquin County Health Care Servicer
