I <br /> Site Closure Summary <br /> Fuller Mobile Home Park August 8, 1997 <br />' 365 E. Louise Avenue, Lathrop, California Page. 7 <br />' A Groundwater Pump and Treat System was discussed in late 1995 but was declined by <br /> the lead agency due to the non-cost effectiveness, the time duration required and the <br />' ability to snap off the plume, leaving behind the residual outer perimeter of the plume, etc <br /> (Estimated Cost $119,000 00) <br />' The last alternative to discuss is a Soil Gas Vapor Extraction System with Air Spargtng <br /> for groundwater and soil This system would cause removal of soil gas vapors generated <br /> from the soil and from groundwatrer by the oxidation process The system would <br />' probably the most effective form of treatment However, the monthly cost to operate over <br /> a period of one year, plus capitol costs, maintenance costs, monitoring costs and report <br /> seems equally unwarranted given the conditions of regression (Estimated Costs <br /> f $105,000 00) <br /> The most economic alternative to the problem at this site is the alternative of doing <br />' nothing given the current regression patterns The Lawrence-Livermore Report indicates <br /> that contamination of the type at this site will degrade over time <br /> 10.0 Conclusions and Recommendations <br /> After a thorough review and evaluation of the data developed over the past 5 years of this <br /> study WI-IF has made the following conclusions <br /> 1 ) The amount of petroleum hydrocarbon contamination released at the site <br />' was found to be 1,178 gallons by using worst case assumptions in a Mass Balance <br /> Calculation <br />' 2 ) The receptor survey identified no receptors, in any of the down gradient <br /> groundwater flow directions recorded at this site, within 2,000 foot radii <br />' 3 ) Soil Gas Vapor Emission from the effected area is non-detectable at grade <br /> level when the property was surveyed by PID on August 9, 1997 <br /> 4 ) The historical groundwater data has shown declining levels of all analytes <br /> over the past 5 years of study, as supported by the enclosed data <br /> 1 5 ) With no sensitive receptors identified and no vapor emission detected, it is <br /> difficult to identify any health risks associated with the contamination at this site <br />' 6 ) The economic impact to the client/ owner has created a financial hardship <br /> costing $54,000 00, due to the inability to refinance his construction loans into a <br /> fully amortized loan <br /> 1 <br />
