To that purpose, this letter presents <br /> a concept proposal for tank abandonment in place. If San Joaquin County <br /> is agreeable to this proposal in concept, we propose to submit a formal <br /> application and proceed rapidly with closure. As background to our <br /> concept proposal, allow me to summarize past efforts DDS has undertaken <br /> to close this tank installation. <br /> Tank No. 3 was formerly used to store "Bunker C" fuel oil. The product <br /> was used to fuel steam boilers in the central power plant. Tank No. 3 <br /> was apparently installed at the same time the boiler plant was <br /> constructed, ie about 1900 . <br /> In 1910 a 250, 000 gallon, 75 foot tall, water tower was constructed <br /> immediately south of tank No. 3 . One of the water tower footings is <br /> within 5 feet of the underaround tank wall . <br /> Tank No. 3 is apparently a converted rail tank car. It is of riveted <br /> construction. There is a manway allowing visual and personal access <br /> into the tank. Steam lines are also plumbed into the tank to heat the <br /> bunker C fuel . <br /> Due to air pollution regulations, bunker C fuel could no longer be used <br /> at Stockton after 1990 . Consequently, tank No. 3 was taken out of <br /> service and the product removed. DDS made arrangements at that time to <br /> close the tank installation in conformance with prevailing regulations . <br /> Because of the proximity of tank No. 3 to the water tower footing, <br /> abandonment in place was originally the preferred closure method. <br /> PHONE: (707) 451-136o • P.O.
