a
WEST
ASSOC S
STOCKTON DC, TANK NO. 3 CONCEPT CLOSURE PROPOSAL, Page 3
• Documentation of State Fire Marshal approval for abandonment in
place
• A completed "Application for Permit to Close Underground Storage
Tanks Storing Hazardous Materials" and associated fees
• Summarized tank history
• Technical (structural) analysis justifying closure in place
• Results of past site investigations
• Risk analysis justifying leaving contamination in place
Obtaining State Fire Marshall approval for abandonment in place should
not be a problem considering the tank location and former product. All
other elements_.. of the proposal package_ are readily__.._available for
`immediate `submittal to San Joaquin County. The risk analysis to be
submitted will emphasize the following:
Tank No. 3 is a "soil only" contaminant site. Tetra Tech estimated
- there was 60-70 feet of clean soil separation between the bottom of
the contaminated soil zone and groundwater.
• The extent of contamination is limited. Tetra Tech estimated that
the quantity of impacted soil is only 150 yd3.
The magnitude of contamination is within the "low risk" category
for this site. No BTXE has been detected. Total petroleum
hydrocarbons are in the high molecular weight range. Maximum TPH
concentrations are less than 10, 000 PPM.
In summary, we believe abandonment in place is an appropriate closure
method for the tank No. 3 installation. With San Joaquin County
approval, DDS can move quickly to eliminate tank No. 3 from the active
case file list.
Yours truly, J
Brian W.
