WEST & HANSEN ENGINEERS, INC.
P. O. Box 5891, Vacaville, California 95696 • (707) 451-1360
April 5, 1991
San Joaquin County APR 9 i4WQn1
Public Health Services ENVIRONMENTAL HEALTH
PO Box 2009 PERMIT/SERVICES
Environmental Health Division
1601 East Hazelton Avenue
Stockton, CA 95201
Attn: Letitia Resch REHS
Subject: Addendum to Closure In Place Proposal; Underground Boiler
Fuel Tank - Stockton Developmental Center
Dear Ms. Resch,
In reply to our telephone conversation of Thursday March 28, 1991 ,
we respectfully submit the following additional information
describing our proposed underground tank closure in place at
Stockton Developmental Center.
1 . TANK ID NUMBER
Stockton DC staff refer to the tank in question as tank no. 6. To
maintain consistency with Environmental Health Division records, we
will refer to this tank as no. 3 in the future.
2. PIPING ABANDONMENT
There is an underground product pipeline extending from the fuel
storage tank to the Boiler Plant, a distance of 90 feet. Most of
the pipe run is under concrete pavement. Our preferred alternative
is to remove the piping, at least to its entrance under the Boiler
Plant building foundation. The piping will be removed unless other
overlying utilities make this approach 'impractical. Stockton DC
Plant Operations personnel are currently investigating the
positioning of potentially interfering utility lines in order to
determine the feasibility of removing the tank No. 3 fuel pipeline.
If removal of the fuel pipeline proves to be impractical, we
propose to close it in place. To determine if the line has leaked
we will take one soil sample from the pipe bedding for every 20
lineal feet of pipe run. Each sample will be discreetly analyzed
for TPH and BTXE utilizing the methods described later in this
addendum.
If the pipeline is found to have leaked, a Notice of Unauthorized
Release will be filed with the Environmental Health Division and a
workplan for assessing the degree of soil contamination will be
prepared.
