NEST&HANSEN
ENGINEERS.INC.
7. ANALYTICAL LABORATORY
Our proposed analytical laboratory is Coast to Coast Laboratories,
Inc. , 1885 Kelly. Road, Napa 94558. The Coast to Coast phone
number is 707-257-7211 . Coast to Coast is certified by the
California Department of Health Services (No. 108) for EPA methods
8020, 8260, 8270 and 8240, among others. Coast to Coast is also
accredited for environmental testing by the American Association
for Laboratory Accreditation.
8. ANALYTICAL METHODS
It is proposed to analyze all soil samples for total petroleum
hydrocarbons (TPH) , benzene, toluene, xylenes and ethyl benzenes
(BTXE) . The most recent Tri-Regional Recommendations ( 10 August
1990) authorize two EPA test methods for soil analyses where
fuel/heating oil is the potential contaminant (Page 17, Table #2
"Recommended Minimum Verification Analyses for Underground Tank
leaks" ) . One method utilizes EPA 3550 (GC/FID) for TPH and EPA
8020 or 8240 for BTXE. The alternative is EPA 8260 (GC/MS) for
both TPH and BTXE.
It is proposed to utilize EPA 8260 for the soil sample analyses
associated with this project. Not only does this method offer the
advantage of lower detection limits, as compared with GC/FID, it is
a more efficient procedure since both TPH and BTXE are measured in
a one pass analyses.
Enclosed also with this submittal is a dated "Authorization To
Release" form and a copy of a letter received from the Stockton
Fire Department regarding their jurisdiction in this matter.
I trust the information in this addendum, in conjunction with the
information submitted with our original closure in place
application, will satisfy Environmental Health Division
requirements for authorization to perform soils borings under this
tank. We are anxious to investigate soil conditions in the tank
vicinity so as to determine the probable closure method. If I can
provide any additional information please contact me at (707)-451-
1360 .
Yours truly,
Brian W. West PE
West & Hansen Engineers, Inc.
BWW/es
