SEPTIC SYSTEMS AND WATER WELLS <br /> There are no active septic systems on Developmental Center <br /> property. If past septic systems existed, there is no longer any <br /> record of their location. <br /> There are five groundwater wells on Developmental Center property <br /> as indicated on Figure 1 . Two of these wells, Well 1 and Well 1A, <br /> are within 150 feet of tank no. 3 . <br /> 5. ABANDONMENT PROCEDURE <br /> The Office of the State Architect has developed standard <br /> specifications for closure in place of underground fuel storage <br /> tanks. In summary, the State specifications require triple <br /> rinsing, removal of all liquids and slurry fill with an expanding <br /> concrete mixture. Attachment 1 presents the actual technical <br /> specifications for closure in place of State owned underground <br /> storage tank systems. <br /> 6. CONTRACTOR INFORMATION <br /> The Office of the State Architect is presently in the process of <br /> selecting a contractor to remove two other fuel oil storage tanks <br /> at Stockton Developmental Center. Should approval to close tank <br /> no. 3 in place be obtained, that as yet unselected contractor would <br /> be asked to provide a cost for performing the work. Upon <br /> successful price negotiation, the contractor would be authorized to <br /> close tank no. 3 in place under a change order to the removal <br /> contract. <br /> For typical State underground storage tank removal/closure projects <br /> the liquid residue hauler is a subcontractor to the general <br /> contractor. The Office of the State Architect requires the liquid <br /> residue hauler to be properly certified by DOHS, possess a valid <br /> and appropriate contractors license and comply with minimum <br /> insurance requirements. <br /> No potential contractor will be approached until soils borings have <br /> been completed and the feasibility of closing tank no. 3 in place <br /> is known. The San Joaquin County Environmental Health Division <br /> will be notified of pertinent closure contractor and subcontractor <br /> information within 5 days of contract execution, well before any <br /> actual closure work commences. <br /> a <br />
