Subject: Report#030203-L,concerning the measured levels of ambient air and surface contamina-
tion that remain in the two structures located at;
18019 So.Manthey.Road 18043 So. Manthey Road
Lathrop, CA 95330 Lathrop, CA 45330
This on-site evaluation of these two units was completed at 12:15 PM, on Thursday,20
February 2003.
The above referenced pair of homes was raided by Narcotics Officers who believed at the tirne of their
action (5 February 2003)that these ututs.were functioning as"Drug Labs,".most probably for the
manufacture of methamphetamines or"Crank." Because of the nature and the inherent dangers asso-
ciated with clandestine drug manufacturing, and because a number of toxic chemicals are.routinely used
during these types of operations, concern remained about the possibility that hazardous and/or toxic
residues might still exist at either or both of these locations.
On the morning of Thursday,20 February 2003,1 monitored the ambient air in all the rooms of these
two homes. In completing.this monitoring task,I used a pair.of analytical instruments that had been
calibration checked on Wednesday afternoon, 19 February 2003: These two instruments are capable of
detecting and quantifying low concentration levels-(0.01 —,.0.10 ppm)of all the volatile solvents com-
monly used in the manufacture.of illicit drugs. In order;I monitored for: (1) acetone, (2)dichloro-
methane,(3)-isopropanol,(4)methanol,(5)toluene,(6) 1,1,1-trichloroethane,and finally,(7)chloro-
form. I was able to determine that every area in both of these structures was clear of hazardous or toxic
levels of the vapors of each.of these seven chemicals..
In addition,I checked this two units' most likely work surfaces, chemicals disposal location, and the
white powder on the carpets at the 18019 So.Manthey Road unit: In these checks,I looked for signs
Of acidic or alkaline residues. None of the areas I checked showed.any evidence of these types of resi-
dues,or of any other type of toxic contamination(the white powder referenced above appeared to be
soap powder}. It is my judgment that the interior portions of both of these houses pose no toxic hazard
of any type.to anyone who would be required to be in any part of either of them.
Should you have any questions on any of the conclusions of this report, please do not hesitate to con-
tact me. Thank you very. much for permitting me'to be a to you in this matter.
Sincerely,
N8 C S A
