(1601 East Hazelton Avenue) Stockton,California 95201 Fiy*
(209) 468-3400
November 7, 1989
Angela M. Casazza C(apy
c/o Claudio Dell 'Eva
530 Yale Street
San Francisco, CA 94134
RE: Modesto Dry Ice, Inc. , 260 S. Main; Manteca, CA 95336.
The Environmental Health Division has reviewed the Site Assessment Report
submitted by Jim Thorpe Oil . We do not agree with the conclusions made by
this contracting firm for the following reasons:
1 . Plans which contain engineering, geology, and/or geophysical
interpretations must be prepared under the direction of properly
licensed individuals in the State of California (Refer to the
enclosed Sections 6735,7835, and 7835. 1 of California Business and
Professions Code). Responsibility for the technical information
is indicated by the signature and/or stamp of the seal of the
licensed individual . More than one signature and/or seal may be
required where more than one professional specialty is included in
the technical document submitted.
2. Excavation procedures and soil/groundwater samplings that involve
interpretation of collected data should be certified by a
Registered Geologist, Certified Engineering Geologist, or
Registered Engineer.
3. Site maps should illustrate the distribution (both lateral and
vertical ) of the contaminants in the soil and groundwater.
4. The reference used for reported groundwater depth has not been
included within the report.
5. The site stratigraphy has not been presented within the report.
6. Although an immediate source removal has taken place and residual
soil contamination appears to be absent, we cannot agree with the
conclusion that further site evaluation is not necessary.
7. Groundwater depths in this area of San Joaquin County have been
measured to be 20-30 feet below surface. Initial re-excavation
soil analysis results showed contamination present 10 feet below
surface. Therefore, due to the proximity of groundwater, a
groundwater investigation should be performed.
A Division of San Joaquin County Health Care Services 0
