(AGE) has prepared this <br /> letter to inform the San Joaquin County Environmental Health Department(EHD)no field work was <br /> conducted at 2224 Manthey Road, Stockton, California (site) during the first quarter 2009. A <br /> quarterly ground water monitoring event was not performed at the site due to the current status the <br /> State of California Underground Storage Tank Cleanup Fund (USTCF), which funds the site's <br /> environmental cleanup. <br /> As the EHD maybe aware,the USTCF has notified all claimants payment of reimbursement requests <br /> are delayed beyond"historical time periods".A Reimbursement Request for Ms.Le for over$22,000 <br /> was submitted to the USTCF in December 2008.It is unlikely Ms.Le will receive the reimbursement <br /> monies for 12 to 18 months. <br /> Ms.Le does not have the financial capabilities to continue quarterly ground water monitoring (wells <br /> MW-1 through MW-8)nor remediation activities at the site until Ms.Le can receive reimbursement <br /> from the USTCF. Therefore, on behalf of Ms. Le, AGE is requesting a suspension of quarterly <br /> ground water monitoring (sampling) activities at the site until the fourth quarter 2009. In lieu of <br /> monitoring and sampling of wells, a quarterly status report in letter form for field work conducted <br /> at the site will be submitted for the first, second, and third quarters of 2009. Additionally, AGE is <br /> requesting extension of deadlines for the EHD-directives to perform ground water batch removals <br /> (est. cost$60,000)and Cone Penetration Testing boring advancements(est. cost $80,000)until the <br /> fourth quarter 2009. <br /> Additionally,Ms. Le is preparing to perform the Enhanced Vapor Recover/In Station Diagnostics <br /> (EVR/ISD) upgrades,which will cost at least an additional $60,000.
