James Young, RCE, and Robert Trommer, CHG
State Water Resources Control Board
Division of Financial Assistance
1001 1 Street
Sacramento CA 95814
Subject: 2224 Manthey Road, Stockton, CA
Second Review Summary Report CUF Claim No. 18428
San Joaquin County Environmental Health Department (EHD) has received and reviewed the
second review summary report letter dated 21 October 2013 from Robert Trommer of the State
Water Resources Control Board (SWRCB) Cleanup Fund (CUF) for the above-referenced site.
The CUF Fund Manager has determined the case warrants closure.
The site has been impacted by significant concentrations of methyl tert-butyl ether (MTBE)
which appears to be degrading to significant concentrations of tert-butyl alcohol (TBA). Ozone
injection has been tested for approximately six months and a soil vapor extraction system was
about to be tested. Based on the CUF determination that site closure is appropriate, the EHD
has directed that all field activities cease, including completion of a twenty-four week ozone pilot
study, installation of a soil vapor extraction system, and future monitoring and sampling of all
wells. The EHD has directed the submittal of the report of findings for the startup of the ozone
remediation pilot study that was implemented at the site in June 2013; and include in the report
a demonstration of how the site meets the Low Threat Closure Policy criteria, the completed
Table 1 — Checklist of Required Data for No Further Action Requests at Underground Tank
Sites found in Appendix A — Reports Tri-Regional Board Staff Recommendations, an estimate of
the residual contaminant mass and an estimate time to achieve water quality objectives.
Questions or comments should be directed to Vicki McCartney at (209) 468-9852 or to Nuel
Henderson at (209) 468-3436.
Sincerely,
Victoria McCartney, REHS Nuel Henderson, PG
Senior Registered Environmental alth Specialist Engineering Geologist
2013 Second Review Summary report CUF Claim No. 18428.doc
