ROYAL OAK YINGs do LOAN <br /> F1=1 Reme&owon Flan <br /> 1.0 INMODUCHON <br /> rr � <br /> 1.1 Site Dersr#pdOn and f.Jistory <br /> Royal Oak Savings and Loan is the deed holder of a 1.6 acre parcel located at <br /> 510 North Main Street in Manteca, San Joaquin County, California. It is <br /> located on the northeast corner of Alameda and Main Street. The site has been <br /> levelled and is clear of all buildings. <br /> The area was previously used as a gasoline station. In 1984, the site was <br /> purchased by Royal Oak Savings and Loan. In 1985, the underground tanks <br /> were removed, and San Joaquin Environmental Health Department determined <br /> that an unauthorized release of petroleum hydrocarbons had occurred. Several <br /> investigations have been performed and the results indicate elevated levels of <br /> hydrocarbons are present in soil and water. <br /> 2.0 PROJECT OBJEC77VES <br /> 2.1 Prtevious Immsiigadons <br /> The objective in this phase is to remove, by excavadon, contaminated coils frcm <br /> beneath the former tack locations and remediate the contaminated soils by <br /> aeration on-site. WHP Environmental conducted an cin-site soil vapor study on <br /> 2 April 1990 to help locate the perimeter of the excavation. Previous soil <br /> boring data fro.r_Harding Lawson Engineers and Canonie Engineers helped to <br /> define our estimate of the vertical extent of the contamination. On 31 August <br /> 1990, WIIP Environmental submitted a work plan to San Joaquin County for <br /> this excavation. On 20 September 1990, the excavation was started,and <br /> completed on 3 Cktober 19:`0. <br /> 2.2 Ptaposal <br /> -- - -- <br /> Based upon the availably data WAIF proposed to czGavafe io a depth of 20 feet <br /> witn outside dimensions at the top of 50 feet by 50 feet. The intent was to <br /> excavate vertically, remove contaminated soils from the bottom,stockpile <br /> ,�- contaminated soil in a*spoils"pile,and backfill the hole with clean soil from <br /> i <br />
