e
Royal Oak.jfts&Loan
-- Final R=&Uadon Plan
Page: S
comer, The clay was not completely excavated in the southwest corner for
safety reasons, and to protect the monitoring well #2, located in that corner,
Boring#1, made by Harding Lawson Consultants, indicated very low
contamination levels in Boring#1. WHF Environmental excavated most, but
not all of the soils near Boring#1 (See Figures). WHF believes that low level
r. soil contamination was left in place near Boring#1 and Monitoring Well#2,
along the south waH of the excavation.
This sire will, in the opinior,of WHF Environmental, be free of aLI but the
minor soils contamination mentioned above, as soon as the excavate;! soil has
been reme&ated. NVBF Environmental believes that no farther action will be
necessary in regards to soils at this site.
3.2 Grawuft ter
The final izue to deal with on this site will be groundwater remediation. WHF
Environmental is submitting a proposal to San Joaquin County Environmental
Health Department to install one groundwater extraction well and three
additional monitoring wells. These wells will be located by WHP's geological
 • consultant. Those wells will serve as monitoring points to measure effectiveness
of groundwater clean-up, as well as "interception" monitoring points from any
other sites that might affect this site as a result of our groundwater clean-up
activities.
We anticipate approval of well installation before 30 November 1990. We
believe that due to the low concentration of contaminants found in the
groundwater, that no treatment will be required of the water(Table 1). WHF
Environmental has applied to the city of Manteca for a discharge permit for
y direct discharge to the publicly owned treatment works(POTW). The discharge
levels will be within EPA limits for discharge to a POTW. If pre-treatment is
required, we believe that activated carbon will be the least expensive alternative,
as previous data indicates a small volume of.water is contaminated, if approval
for discharge to the City is not approved by the City WHF Environmental will
t present the other options to Royal Oak,Village Properties, and San Joaquin
_.- .-----County-Environmental-Health at ibat time. -----.--- ---
