Main St. ,Stockton, Ca. 95215 <br /> I write you as a small business owner who has operated in Stockton for over <br /> thirty (30) years. I own the Exxon Gas station at 3300 West Lane; the <br /> Exxon gas station at 4075 E. Main Street, and am the local Exxon fuel <br /> distributor operating as Stockton Petroleum Company. I have observed you <br /> in years past appearing in front of the Stockton City Council representing <br /> what I perceived as the position of the small business owner. I am appealing <br /> to you regarding a matter which I am unable to resolve with San Joaquin County <br /> Environmental Health Division. It is my observation that this local county <br /> governmental body has run amuk and is drowning in its own bureaucracy. <br /> As a local long time small business owner, I have never dealt with a more <br /> out of control agency than this environmental health division. They are <br /> non-responsive and difficult to deal with. Their answer to everything is <br /> they are over stressed. I have spent over a quarter million dollars to <br /> upgrade my one facility on West Lane, and am in the process of trying to <br /> com plete the facility on Main Street. Our business surely is one of the <br /> most regulated and over taxed industries in the state. A multitude of <br /> agencies have their hands in our pocket for which we receive absolutly nothing. <br /> We cannot even get lip service. <br /> My problem with the Main Street site involves the remediation of some very <br /> mildly contaminated soil which has been excavated since December 7, 1998, <br /> over 60 days ago. The approximate two hundred (200) yards of soil has <br /> small amounts of gasoline in some of the soil. This is not unusual considering <br /> the age of the station. The San Joaquin Valley Air Pollution Control District <br /> Rules allow for soil to be aerated with a permit from the San Joaquin Valley <br /> APCD. I have attached a copy of the application. Please note that according <br /> to the permit conditions, as there is no organic content exceeding fifty (50) <br /> parts per million (ppm) by weight, actually the soil is exempt. <br /> MAILING ADDRESS: P.O.
