Main Street <br /> Stockton CA 95212 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the "Characterization/Remediation Proposal" (Proposal) dated April 20, <br /> 2001 that was submitted by John P. Cummings &Associates (JPCA) on your behalf and <br /> has the following comments. <br /> The Proposal was written in response to a PHS/EHD correspondence dated March 8, <br /> 2001. The correspondence contained a directive to submit a work plan to define the <br /> vertical and lateral extent of the documented soil and groundwater contamination at the <br /> above referenced site. Moreover, the correspondence listed in detail the elements that <br /> PHS/EHD required to be in the work plan. The submitted proposal failed to include all of <br /> these elements and is, therefore, not approved. You are directed to refer to the March 8, <br /> 2001 correspondence and to submit a work plan containing all required elements to <br /> PHS/EHD by June 15, 2001. If a complete work plan is not received by that date, this <br /> office will consider the site out of compliance with regulatory directives and report of that <br /> fact will be made to the State Water Resources Control Board Cleanup Fund, and formal <br /> enforcement action by the Central Valley Regional Water Quality Control Board will be <br /> requested. <br /> Furthermore, you were directed to immediately initiate routine quarterly groundwater <br /> monitoring at this site.
