Main Street <br /> Stockton CA 95212 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the "Remediation Proposal' (Proposal) dated January 31, 2001 that was <br /> submitted by John P. Cummings & Associates (JPCA) on behalf of the above referenced <br /> site and has the following comments. <br /> The Proposal discusses installing one 4-inch diameter well to be used for groundwater <br /> extraction, the designing of a carbon absorption system to be used in treating the <br /> extracted groundwater, obtaining all necessary regulatory permits, performing a routine <br /> groundwater monitoring and sampling event, sampling the nearest down-gradient <br /> domestic well and the preparation of a report of findings. <br /> The Proposal was submitted in response to a PHS/EHD directive to submit a work plan <br /> to continue the investigation of the documented petroleum hydrocarbon contamination at <br /> this site. In correspondence dated December 5, 2000, PHS/EHD requested a work plan <br /> to include a proposal for contaminated soil and groundwater remediation, determine the <br /> lateral and vertical extent of groundwater contamination and to provide information <br /> lacking from previous reports of findings from this site. PHS/EHD also directed, in the <br /> December 5, 2000 correspondence as well as others, that routine quarterly groundwater <br /> monitoring be initiated at this site. The last reported quarterly monitoring event at this <br /> site took place in August 2000. Accordingly, an event should have taken place in <br /> November 2000 and another in February 2001. Routine quarterly monitoring must be <br /> initiated at this site immediately and must continue every three months until directed <br /> otherwise by PHS/EHD. Routine quarterly monitoring, once directed by PHS/EHD, does <br /> not require any further work plans or agency approval. Also, routine quarterly monitoring <br /> must include the collection of stabilization parameters during the purging process. If <br /> routine quarterly monitoring is not initiated at this site immediately, the site will be <br /> considered out of compliance and report of that fact will be made to the State Water <br /> Resources Control Board Clean-up Fund. Sampling of the closest domestic well should <br /> take place in conjunction with a routine quarterly monitoring. PHS/EHD must be notified <br /> 48 hours in advance all site fieldwork, and must receive a written report of findings within <br /> 60 days following each event. <br /> A Division of San Joaquin County Health Care Services <br />
