This comment letter supercedes all previous correspondence for the approval of the <br /> amended workplans. PHS/EHD hereby approves your request to install CPT boreholes and collect <br /> subsurface samples for analyses as described in the amended workplan dated August 8, 1997 and Quarterly <br /> Summary Report of January 28, 1998. At this time PHS/EHD has not received an application for <br /> boreholes. Please submit an application for boreholes with the appropriate fee(589.00)for review. <br /> Regarding the Soil Vapor Extraction Test (SVET) proposal dated November 9, 1998, PHS/EHD cannot <br /> issue any waiver where required by existing regulation. The SVET proposal submitted failed to clearly <br /> state the duration of the test ("The proposed work includes conducting an extended soil vapor extraction <br /> test for up to one week.') In the event the test is less than or equal to the maximum duration set by San <br /> Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) which according to Anthony Mendes <br /> of SJVUAPCD cannot exceed 5 days, no public notification is required consistent with existing Corrective <br /> Action Regulations.
