March Lane, #360 March 11, 2009 <br /> Stockton, CA 95219 <br /> The EHD has recommended that ConocoPhillips consider performing groundwater extraction <br /> from the City of Stockton street, but they are concerned with the safety of their workers. The <br /> EHD has .suggested that the work be performed during non-business .hours to alleviate <br /> problems that may occur during business hours. <br /> The.EHD requests that you negotiate a property access agreement with ConocoPhillips so the <br /> investigation and clean up of the plume of MTBE contaminated groundwater can proceed. The <br /> EHD is willing to meet with you in an effort to reach an agreement. <br /> Please be advised that under California Water Code Sections 13267 and 13304, enforced by <br /> the California Regional Water Quality Control Board (CRWQCB), all persons owning property <br /> underlain by contaminated ground water may be held responsible for investigation and cleanup <br /> of the contamination.
