The Technical Review Committee (TRC) met on July 6, 1994 to discuss site <br /> closure. PHS/EHD has summarized the comments of the TRC for your consideration. <br /> Unfortunately, the TRC could not recommend site closure based on information <br /> presented in the report. PHS/EHD requested in correspondence dated April 4, 1994 <br /> that the residual soil contamination evidenced be modeled to determine if the <br /> contaminants could pose a future threat to groundwater. The report simply re-stated <br /> that the volume of contamination left after the excavation attempt would not pose a <br /> threat to groundwater. Without more technical evaluation, PHS/EHD will not be able to <br /> evaluate the site for closure. <br /> The report stated that further excavation was not possible due to the close proximity of <br /> the building. However, the map provided did not show or designate the location of the <br /> building. Neither was there any evaluation of the cost effectiveness of another remedial <br /> option, such as vapor extraction, which could be used to remediate the residual soil <br /> contamination. <br /> The report further included an unsubstantiated statement regarding the water quality of <br /> groundwater in downtown Stockton. All groundwater in San Joaquin County is <br /> designated as having beneficial uses. Unless your consultant is prepared to provide data <br /> to show that groundwater beneath Stockton is not suitable for drinking or irrigation <br /> purposes and has the Basin Plan for the Central Valley amended, such statements should <br /> not be included in professional reports. <br /> A Di%ision of San Joaquin County Health Care Services <br />
