22 East Market
Page 2
Finally, the report included a statement that the stockpiled soil was aerated under
exemption from the San Joaquin Valley Unified Air Pollution Control District. As you
are aware, part of the stockpiled soil was transported without permission to some other
City of Stockton site. The closure report should have included a description of the
potential locations and the efforts your staff took to determine the final (disposition of
part of the stockpiled soil. Finally, some volume of soil remains stockpiled and requires
confirmation testing to show that the soil is no longer contaminated.
Please address these concerns in an addendum which should be submitted no later than
August 26, 1994. If you have any questions, please do not hesitate to contact Mary
Meays, Senior REHS, at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
k. nson,
Mary Meays, Senior REHS Diane REHS
Site Mitigation Unit Supervisor
MM\22EMAR
cc: Elizabeth Thayer, CVRWQCB
cc: Jim Escobar, COS
cc: John Lane, RESNA
i
