Box 2009 <br /> Stockton, CA 95201-2009 <br /> Subject: Detailed History of Chain of Custody of Soil Samples Collected During the <br /> Removal of Underground Tanks and Associated Piping at the Stockton Police <br /> Station <br /> Dear Ms. Violet, <br /> The removal of the underground tanks at the subject site and subsequent sampling was <br /> carried out on Friday, Decembor 17, `1993. The sampling activities continued past 7:00 <br /> P. M. As you may recall, you and your coworker, Mary, not only observed but in fact, <br /> directed the entire sampling effort. Each soil sample as collected,was sealed, labeled and <br /> placed directly in a cooled ice chest. As you may recall, the blocks of ice in the chest did <br /> not satisfy your concerns and additional bags of ice were purchased and also placed in <br /> the chest. Upon completion of the sampling on Friday night, the samples were taken to <br /> my office in Fremont, Califomia, and taken from the ice chest and placed immediately in <br /> a refrigerator in my office dedicated to sample storage. <br /> The soil samples were maintained in my custody, in my office over the weekend as the <br /> pre-selected and pre-approved laboratory (Spargor Technology, Ino. in Sacramento) was <br /> closed. On Monday morning upon arriving at my office, I received an urgent request to <br /> Investigate a landslide that was Impacting an existing residence. By the time I returned <br /> to the office, it was too late to ship the samples such that they would be received by the <br /> laboratory on Monday night. As I was scheduled to collect samples from below the <br /> product line at the subject site an Tuesday morning of the following day, I made a <br /> decision to maintain the samples in my refrigerator, in my custody and send all of the soil <br /> samples (Friday and Tuesday) to the laboratory together. <br /> On Tuesday, December 21, 1993, 1 collected soil samples from various locations below <br /> the product line and dispenser area. If your notes do not indicate that I was present for <br /> this sampling, I will be happy to provide you with photographs and/or other documentation <br /> of collecting the samples. Again, you and your coworker, Mary, directed the sampling <br /> effort and observed as I sealed, labeled, and placed each sample in my ice chest. 1 noted <br /> that you were satisfied with the quantity of ice in the chest.
