(1) The proposed change is in compliance with California <br />Environmental Quality Act (CEQA) documents, or the change <br />would not create any adverse environmental impacts and is exempt <br />from the requirements of CEQA. <br />(2) The proposed change consistent with state minimum standards <br />pursuant to Chapter 3 of this subdivision or applicable minimum <br />standards in Title 14 (commencing with section 17200). <br />(3) The changes do not conflict with the terms and conditions in the <br />current SWFP. <br />If all of the above criteria are met, The EHD may then approve and file the TPR <br />amendment without revising the permit.
