Any damaged battery shall be managed so as to minimize the release of acid and lead and to protect the <br />handlers and the environment, including at a minimum: <br />1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the release <br />of acid and lead. <br />2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br />container was placed there , i.e., the initial date of accumulation , <br />3. all container labels shall be written in ink, paint or other weather -resistant material so that the date is legible and <br />conspicuous <br />4. a container holding one or more damaged batteries shall be packed for transportation in a manner that prevents <br />the container from tipping, spilling or breaking during the transporting . <br />This was corrected at the time of inspection, ensure that all damaged lead acid batteries are stored, and labeled in <br />accordance with the Title 22 regulations . <br />This is a Class II violation. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />One 55 -gallon container of drained used oil filters was labeled as "used oil filters" only. Used oil filters shall be <br />drained of free-flowing oil, stored in a closed , rainproof container, labeled as "drained used oil filters," and marked <br />with an accumulation start date. This container was relabeled, as appropriate , at the time of inspection, ensure <br />that all used oil filters are managed in this way. This was corrected onsite. <br />This is a Class II violation. <br />709 <br />CCR 66273.36 Failed to train employees and maintain records on UW handling and emergency procedures. <br />It couldn't be demonstrated that all facility employees (including temporary employees) who handle universal wastes <br />were adequately trained. Employees who handle universal wastes (UW) must be trained initially and annually <br />thereafter. At a minimum, personnel who manage UW shall trained and thoroughly familiarwith proper universal <br />waste management and emergency response procedures relative to those persons' responsibilities, including where <br />applicable, <br />1. types and hazards associated with the UW managed at the facility <br />2. proper disposition of UW managed at the facility (e.g. locations of UW containers, or location of centralized <br />UW area) <br />3. proper procedures for responding to releases of UW including the position titles and the means of contacting <br />those personnel at the facility who are designated to respond to releases <br />4. labeling, collecting, handling, consolidating, and shipping UW at the facility, including, but not limited to the <br />prohibition on the disposal of UW <br />The UW handler shall maintain a written record by date indication the names of personnel who received the training <br />and maintain those records for at least three years.
