CONSOLIDATED CONTINGENCY/EMERGENCY ACTION PLAN <br /> San Joaquin County <br /> Permanent Household Hazardous Waste Collection Facility <br /> September 1,2011 <br /> This Contingency Plan will be implemented under any of the following circumstances: <br /> Fire and/or Explosion: <br /> • Fire could cause release of toxic finnes. <br /> • Fire could spread and possibly ignite materials stored on-site,or cause heat-induced explosions. <br /> • Fire could possibly spread to off-site areas. <br /> • Imminent danger exists that an explosion could occur,creating a safety hazard. <br /> • Imminent danger exists that an explosion could ignite other hazardous wastes on-site. <br /> • Imminent danger exists that an explosion could result in release of a toxic material. <br /> • Explosion has occurred. <br /> Spills or Material Release: <br /> • Spill could result in release of flammable liquids or flammable vapors,thus causing a fire or <br /> explosion hazard. <br /> • Spill could result in release of corrosive and/or reactive materials. <br /> • Spill could cause release of toxic vapors or fumes. <br /> • Spill cannot be contained on-site resulting in contamination of off-site pavement and/or soil <br /> and/or groundwater. <br /> A. PRE-EMERGENCY PLANNING <br /> 1. Chemical Shill <br /> i. In the event of a spill,release and/or discharge of hazardous materials, the on site <br /> staff will follow the Emergency Response Procedures as outlined in Section B of <br /> this Emergency Action Plan (EAP). <br /> ii. The Primary Emergency Coordinator(Project Manager)will be contacted, <br /> employees will evacuate the building and take with them any persons at the <br /> facility. Evacuation routes are posted in the facility and are included as <br /> Attachment A to this plan. <br /> 2. Chemical Exposure <br /> i. In the event that an employee, subcontractor, or any other person is accidentally <br /> exposed to a hazardous substance while on San Joaquin County property,and that <br /> person is not unconscious or experiencing severe respiratory problems, the person <br /> (with their permission) will undergo immediate decontamination before being <br /> transported(with their permission) to a medical facility(see Section G,below). <br /> Decontamination will include rinsing or cleaning the affected area with soap and <br /> water or sanitary wipes (if in the eyes rinse with eyewash for a minimum fifteen- <br /> minute period), and removal of any contaminated clothing.
