CONSOLIDATED CONTINGENCY/EMERGENCY ACTION PLAN San Joaquin County Permanent Household Hazardous Waste Collection Facility September 1,2011 This Contingency Plan will be implemented under any of the following circumstances: Fire and/or Explosion: • Fire could cause release of toxic finnes. • Fire could spread and possibly ignite materials stored on-site,or cause heat-induced explosions. • Fire could possibly spread to off-site areas. • Imminent danger exists that an explosion could occur,creating a safety hazard. • Imminent danger exists that an explosion could ignite other hazardous wastes on-site. • Imminent danger exists that an explosion could result in release of a toxic material. • Explosion has occurred. Spills or Material Release: • Spill could result in release of flammable liquids or flammable vapors,thus causing a fire or explosion hazard. • Spill could result in release of corrosive and/or reactive materials. • Spill could cause release of toxic vapors or fumes. • Spill cannot be contained on-site resulting in contamination of off-site pavement and/or soil and/or groundwater. A. PRE-EMERGENCY PLANNING 1. Chemical Shill i. In the event of a spill,release and/or discharge of hazardous materials, the on site staff will follow the Emergency Response Procedures as outlined in Section B of this Emergency Action Plan (EAP). ii. The Primary Emergency Coordinator(Project Manager)will be contacted, employees will evacuate the building and take with them any persons at the facility. Evacuation routes are posted in the facility and are included as Attachment A to this plan. 2. Chemical Exposure i. In the event that an employee, subcontractor, or any other person is accidentally exposed to a hazardous substance while on San Joaquin County property,and that person is not unconscious or experiencing severe respiratory problems, the person (with their permission) will undergo immediate decontamination before being transported(with their permission) to a medical facility(see Section G,below). Decontamination will include rinsing or cleaning the affected area with soap and water or sanitary wipes (if in the eyes rinse with eyewash for a minimum fifteen- minute period), and removal of any contaminated clothing. Locations of all - I -
