i
Mr. Sasson
May 30, 1996
or sides of the hole at anytime during the re-excavation process. Eight(8) soil samples were collected and
analyzed by a laboratory which confirmed the readings indicated by the OVM,that no detectable petroleum
hydrocarbons were present in the soil, beneath the former tank location. In accordance with the approved
work plan,no additional soil samples were collected because no petroleum hydrocarbons were detected in
the original eight(8)samples.
After confirming, through laboratory analysis, that the soil did not contain detectable concentrations of
petroleum hydrocarbons, the excavation was backfilled with clean soil. Since there was no stockpiled
contaminated soil,no samples could be submitted to a laboratory for chemical analysis.
Samples of soil collected in 1993, from the same locations as the samples collected in late 1995 by BBL,
--contained detectable-concentratiotis'of petroleum'hydrocarbons. However;the concentrations were low and {
there were no obvious signs of petroleum contamination, as indicated by the county inspector's report. It
is probable that since the concentrations were low, and the area had been subjected to excavation and the
subsequent introduction of ambient oxygen, that natural biodegradation has occurred. The fact that no
petroleum hydrocarbons were present at the time of the second sampling also indicates that the extent of
contamination was very minor.
Given the extensive efforts put forth by BBL to find petroleum contamination, and finding none,it is BBL's
opinion that what little petroleum hydrocarbons were present in the soil in 1993 have been biodegraded. We
recommend that the San Joaquin County Environmental Health Division close the case on this site.
Please call me if you have any questions or concerns.
Sincerely,
I
BLASLA OUC &LEE,INC.
Jose h .
