i iCLE/NFELDER
Bright People.Right Solutions.
1 INTRODUCTION/BACKGROUND
We understand that the Site is a proposed municipal owned property located at 280
Main Street in Manteca, California (Plate 1) within San Joaquin County. Commonly
referred to as the proposed City of Manteca Corporation Yard (portion of), it is generally
located on the northeast corner of South Main Street and East Wetmore Street
intersection. Its north boundary abuts an unknown railroad line and the Tidewater Bike
Pathway.
Reports (by other consultants) indicate that historically the Site was developed as a
Standard Oil Company supply station containing three oil above ground storage tanks
(ASTs) and an oil storage building. Currently this area is enclosed with chain link
fencing and consists largely of asphalt paving. There are several existing structures
located primarily at its perimeter areas.
Kleinfelder prepared this work plan in accordance with objectives outlined by City of
Manteca staff. The objectives of the City were based on the results of the soil sampling
analyses performed by others (Wallace-Kuhl 8767.02, Report of Findings, Soil Sampling
and Analysis, City of Manteca Corporation Yard, 280, 316, and 410 South Main Street,
Manteca, California dated July 2, 2010)
112884.1/ST010R347 Page 1 of 5 August 30, 2010
Copyright 2010 Kleinfelder
