❑ Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 156
-- Company Tracy Plant
Appendix H Record of Training & Discharge Prevention Briefings
Record of Training and Annual Discharge Prevention Briefings
Discharge prevention briefings are scheduled and conducted for operating personnel at a
minimum annually and upon hiring, to ensure adequate understanding of this SPCC Plan. The
briefings highlight and describe:
1. Known discharge events or failures,
2. Malfunctioning components,
3. Precautionary measures
4. Best practices implemented recently.
Personnel are also instructed in operation and maintenance of equipment to prevent the
discharge of oil, applicable pollution prevention laws, rules, and regulations. Facility operators
and other personnel have an opportunity during the briefings to share recommendations
concerning health, safety, and environmental issues encountered during facility operations.
The EHS, HR staff or person deemed accountable for pollution prevention at NWP keeps a record
and can produce a copy of the training record for each SPCC related pollution prevention briefing
(minimum annual). These are kept through various methods including:
1. A printed employee roster,
2. Kronos,
3. SAP,
4. Other means deemed appropriate by the Person Deemed Accountable for Pollution
Prevention.
