❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 1 <br /> �--. Company Tracy Plant <br /> 1.0 Introduction <br /> Spill Prevention, Control, and Countermeasure (SPCC) Plans are required generally for <br /> facilities which use or store oil in a location capable of discharging into or upon navigable <br /> waters of the United States; and have an aggregate aboveground oil storage capacity <br /> greater than 1,320 U.S. gallons. <br /> Federal SPCC regulations are contained in 40 CFR § 112. The California Health and <br /> Safety Code (HSC) § 25270 contains additional requirements for California facilities <br /> captured under the Federal SPCC regulations. California HSC § 25270-25270.13 is <br /> known as the Aboveground Petroleum Storage Act (APSA). The APSA gives the local <br /> Certified Unified Program Agency (CUPA) authority and funding to enforce State SPCC <br /> regulations via regular inspections of aboveground oil storage facilities and their SPCC <br /> Plans. <br /> 1.1 Purpose <br /> The purpose of this SPCC Plan is to describe the measures implemented by the <br /> Northwest Pipe Company facility in Tracy, California (Tracy Plant) to prevent oil <br /> discharges, and to prepare Tracy Plant personnel to respond in a safe, effective, and <br /> timely manner to mitigate the impacts of a discharge. [40 CFR § 112.1(e)]. <br /> This SPCC Plan was prepared with the intention to meet the requirements of Title 40, <br /> Code of Federal Regulations, Part 112 [40 CFR §112] and the APSA. It supersedes <br /> all earlier SPCC Plans developed for the Tracy Plant. A summary of the applicable <br /> and state regulatory requirements are provided in Appendix A. <br /> In addition to fulfilling requirements of 40 CFR § 112 and the APSA, this SPCC Plan is <br /> also intended to be used as: <br /> • A reference for oil storage information and testing records. <br /> • A tool to communicate practices for preventing and responding to discharges to <br /> employees, <br /> • A guide for facility inspections, and <br /> • A resource during a discharge response. <br />
