❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 15 <br /> �-- Company Tracy Plant <br /> 5.2.2 Discharge Prevention Measures <br /> Discharge prevention measures at the Tracy Plant include one or more of the <br /> following: <br /> • Secondary (general and sized) containment of oil storage containers; <br /> • Inspection and testing of oil storage containers; <br /> • Training of personnel in discharge prevention measures; <br /> • Security; and <br /> • Visual inspection of oil-filled operational equipment. <br /> Each of these discharge prevention measures are discussed on Table 5.2 of this <br /> Plan. <br /> 5.2.3 Discharge or Drainage Controls <br /> Discharge controls are identified in Table 5.2. Appropriate secondary containment <br /> and/or diversionary structures or equipment is provided for all bulk storage <br /> containers and transfer areas to prevent a discharge. For diked or bermed <br /> containment areas, the entire containment system, including walls and floor, is <br /> capable of containing oil and is constructed so any discharge from a primary <br /> containment system, such as a tank or pipe, will not escape the containment area <br /> before cleanup occurs. <br /> 5.2.4 Spill Predictions <br /> Table 5.2 describes the potential discharge volume and general direction of flow in <br /> the event of a discharge from both bulk storage tanks and OFOE at this site. <br /> 5.3 Discharge Discovery, Response & Cleanup <br /> Northwest Pipe Company recognizes the uncontrolled release of oil is prohibited by <br /> state and federal laws. Immediate action must be taken to control, contain, and recover <br /> discharged oil. This section describes the response and cleanup procedures to be <br /> followed in the event of an oil discharge. <br />
