❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 16 <br /> �-- Company Tracy Plant <br /> 5.3.1 Discharge Response <br /> In general, the following steps are taken in response to an oil discharge: <br /> 0 Eliminate potential ignition sources; <br /> 0 If possible and safe to do so, identify and shut down the source of the <br /> discharge to stop the flow; <br /> 0 Contain the discharge with sorbents, dikes, fences, trenches, sandbags, or <br /> other material; <br /> 0 Contact the Designated Person Accountable for Discharge Prevention or his <br /> / her alternate if the Designated Person Accountable for Discharge <br /> Prevention is not available (and as a last resort); <br /> 0 Contact regulatory authorities and the contracted response organization <br /> (see Appendix E); and <br /> 0 Collect and dispose of recovered oils according to regulation. <br /> For the purpose of establishing appropriate response procedures, this SPCC Plan <br /> classifies discharges as either "minor" or "major," depending on the volume and <br /> characteristics of the material released. <br /> 5.3.1.1 Response to a Minor Discharge <br /> A "minor" discharge is defined as one which poses no significant harm (or <br /> threat) to human health and safety or to the environment. Minor discharges <br /> are generally those where: <br /> • The quantity of product discharged is small (e.g., less than 10 gallons <br /> of oil); <br /> • The discharge can be stopped easily and controlled immediately; <br /> • Discharge is localized near the source; <br /> • Discharged material is not likely to reach water; <br /> • There is little risk to human health or safety; and <br /> • There is little risk of fire or explosion. <br /> Minor discharges which can be cleaned up by Tracy Plant personnel within <br /> the same work shift. The following guidelines apply: <br /> 0 Immediately notify the Designated Person Accountable for Discharge <br /> Prevention. <br /> 0 Under the direction of the Designated Person Accountable for <br /> Discharge Prevention or his/her alternate, contain the discharge with <br /> discharge response materials and equipment. Place discharge debris <br /> in waste containers labeled properly. <br />
