❑ Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 16
-- Company Tracy Plant
5.3.1 Discharge Response
In general, the following steps are taken in response to an oil discharge:
0 Eliminate potential ignition sources;
0 If possible and safe to do so, identify and shut down the source of the
discharge to stop the flow;
0 Contain the discharge with sorbents, dikes, fences, trenches, sandbags, or
other material;
0 Contact the Designated Person Accountable for Discharge Prevention or his
/ her alternate if the Designated Person Accountable for Discharge
Prevention is not available (and as a last resort);
0 Contact regulatory authorities and the contracted response organization
(see Appendix E); and
0 Collect and dispose of recovered oils according to regulation.
For the purpose of establishing appropriate response procedures, this SPCC Plan
classifies discharges as either "minor" or "major," depending on the volume and
characteristics of the material released.
5.3.1.1 Response to a Minor Discharge
A "minor" discharge is defined as one which poses no significant harm (or
threat) to human health and safety or to the environment. Minor discharges
are generally those where:
• The quantity of product discharged is small (e.g., less than 10 gallons
of oil);
• The discharge can be stopped easily and controlled immediately;
• Discharge is localized near the source;
• Discharged material is not likely to reach water;
• There is little risk to human health or safety; and
• There is little risk of fire or explosion.
Minor discharges which can be cleaned up by Tracy Plant personnel within
the same work shift. The following guidelines apply:
0 Immediately notify the Designated Person Accountable for Discharge
Prevention.
0 Under the direction of the Designated Person Accountable for
Discharge Prevention or his/her alternate, contain the discharge with
discharge response materials and equipment. Place discharge debris
in waste containers labeled properly.
