Company Tracy Plant <br /> Northwest Pipe Company — Tracy Plant secures and controls access to all oil <br /> handling, processing and storage areas; secures master flow and drain valves; <br /> prevents unauthorized access to starter controls on oil pumps; secures out-of-service <br /> and loading / unloading connections of oil pipelines; and has addressed security <br /> lighting needs at this plant to both prevent acts of vandalism and assist in the discovery <br /> of oil discharges. The measures are discussed further in sections 5.6.1 and 5.6.2 <br /> below. <br /> 5.6.1 Fencing <br /> The facility is surrounded by a large earthen berm and chain-link fencing which <br /> encircles the entire footprint of the facility. Entrance into the facility is via an entrance <br /> gate on Linne Road <br /> 5.6.2 Lighting <br /> With the exception of piping within the maintenance shop, all oil storage containers <br /> and piping are located outdoors. During the day, natural sunlight provides sufficient <br /> illumination for purposes of leak detection. At night, interior and exterior lighting <br /> provide sufficient illumination to permit the discovery of any oil discharges. <br /> 5.6.3 Starter Controls <br /> Diesel fuel and gasoline nozzles on the ASTs and mobile refueler are locked <br /> whenever they are not in use to prevent unauthorized dispensing of fuel. Controls <br /> for the three 500-gallon tanks are located within the maintenance building and are <br /> shut down when the tanks are not being used. Visitors who may enter the <br /> maintenance building are escorted by Northwest Pipe Company — Tracy Plant <br /> personnel at all times. <br /> 5.7 Truck Loading & Unloading Requirements & Procedures <br /> Diesel fuel and gasoline for the fuel ASTs, mobile refueler; plus motor oil, transmission <br /> fluid, and hydraulic fluid for the 500-gallon ASTs outside the maintenance building are <br /> delivered to the facility via tanker truck by Northwest Pipe Company— Tracy Plant <br /> suppliers. The procedures discussed below are followed to prevent oil discharges <br /> during the transfer of product. <br /> Oil Transfer Procedures: <br /> A. An interlocked warning light or physical barrier system will be used along with <br /> warning signs, wheel chocks or a vehicle brake interlock system in areas <br /> adjacent to a loading / unloading racks, to prevent vehicles from departing before <br /> complete disconnection of flexible or fixed oil transfer lines. <br />
