❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 122 <br /> �-- Company Tracy Plant <br /> The mobile refueler is considered as Category 1 for integrity testing (<5,000 gallons, <br /> with spill control (i.e.-spill kit) and with Continuous Release Detection Method (it is <br /> located off the ground, all sides/bottom visually available, employees work nearly <br /> and would quickly react to and use the nearby Spill Kit, for any observed leaks) <br /> 5.5 Personnel Training and Spill Prevention Procedures <br /> Oil-handling personnel at the Tracy Plant are trained in the operation and maintenance <br /> of oil pollution prevention equipment, discharge procedure protocols, applicable <br /> pollution control laws, rules and regulations, general facility operations, and the content <br /> of this SPCC Plan. Any new facility personnel with oil-handling responsibilities are <br /> provided with this same training prior to being involved in any oil operation. Training <br /> for all personnel shall occur on an annual basis, at a minimum. <br /> All such training is documented. Appendix H discusses how the training described in <br /> this SPCC Plan is recorded; records are maintained for a minimum period of three <br /> years. <br /> 5.5.1 Designated Person Accountable for Discharge Prevention <br /> The person designated at this facility to be accountable for discharge prevention is: <br /> Denisse Vignon Fernandez. <br /> This person is responsible for ensuring all elements of this SPCC Plan are <br /> implemented and all required documentation is maintained for presentation to <br /> appropriate regulatory personnel upon request. <br /> 5.5.2 Discharge Prevention Briefings <br /> Annual discharge prevention briefings are held for all facility personnel involved in <br /> oil operations. The Person Accountable for Oil Discharge Prevention shall ensure <br /> prevention briefings occur. The briefings can occur simultaneously with the annual <br /> oil discharge prevention training. The briefings are aimed at ensuring continued <br /> understanding and adherence to the discharge prevention procedures presented in <br /> the SPCC Plan. The briefings also highlight and describe known discharge events <br /> or failures, malfunctioning components, and precautionary measures and best <br /> practices implemented recently. Facility operators and other personnel will have the <br /> opportunity during the briefings to share recommendations concerning health, <br /> safety, and environmental issues encountered during facility operations. <br /> 5.6 Security <br /> The property is monitored continuously by Northwest Pipe Company- Tracy Plant <br /> personnel during working hours. Visitors and contractors are required to sign in and out <br /> of the facility and are assigned visitor badges. During non-working hours, a private <br /> video surveillance system is active. Other security features are described below. <br />
