The procedures discussed in the following subsection are <br /> intended to minimize the potential for release during loading / unloading operations. <br /> 5.7.2 Loading / Unloading Procedures <br /> All suppliers must meet the minimum requirements and regulations for tank truck <br /> loading / unloading established by the U.S. Department of Transportation (DOT). <br /> Northwest Pipe Company requires the oil supply vendor to understand the site <br /> layout, know the procedures for entering the facility to unload product, and has the <br /> necessary equipment to respond to a discharge from the vehicle or fuel delivery <br /> hose. When transferring Class 3 materials(i.e.,flammable <br /> and combustible liquids),shut off the vehicle engine unless it is used to operate a pump(power take-off). <br /> O Maintain communication with the pumping and receiving stations. <br /> After O Make sure the transfer operation is completed. <br /> loading/ O Disconnect grounding/bonding wire`Gasoline transfers only <br /> unloading O Remove automatic shut off nozzle and wrap up hoses when finished. <br /> O Remove wheel chocks and parking breaks <br /> 5.8 Field Constructed Aboveground Tanks <br /> Field constructed ASTs are not present at the Tracy Plant. <br /> 5.9 Conformance with State and Local Applicable Requirements <br /> California Assembly Bill (AB) 1130 established the California Aboveground Petroleum <br /> Storage Act (APSA), which can be found in Chapter 6.67 of the California Health and <br /> Safety Code (HSC) Section 25270-25270.13. APSA became effective January 1, <br /> 2008. The federal SPCC regulations apply to any type of oil (petroleum, vegetable, <br /> animal, or synthetic oils). APSA is specific to petroleum, as the name implies. <br /> The APSA SPCC mandates found in HSC § 25270.4.5(a) require owners or operators <br /> of a tank facility with an aggregate storage capacity of 1,320 gallons of petroleum or <br /> more, torp epare and implement a SPCC Plan in accordance with federal law [40 CFR <br /> § 112]. This SPCC Plan has been prepared in compliance with the requirements of 40 <br /> CFR § 112, and therefore satisfies the SPCC preparation requirement of the APSA. <br />
