❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 126 <br /> �--. Company Tracy Plant <br /> Implementation of the plan is the responsibility of the owner or operator of the tank <br /> facility. <br /> The APSA [HSC § 25270.5] gives the local Certified Unified Program Agency (CUPA) <br /> the responsibility of conducting inspections at tank facilities with an aggregate storage <br /> capacity of 10,000 gallons or more of petroleum at least every three years. The <br /> purpose of the inspection is to determine whether the owner or operator is in <br /> compliance with the SPCC Plan requirements of the APSA. <br /> The APSA [HSC § 25270.8] also requires each owner or operator of a tank facility to <br /> immediately report to the California Office of Emergency Services (Cal OES) and the <br /> CUPA, upon discovery, the occurrence of a spill or release of 42 gallons or more of <br /> petroleum.
