❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 27 <br /> �-- Company Tracy Plant <br /> 6.0 Discharge Prevention — SPCC Requirements for Onshore Facilities <br /> (Excluding Production Facilities) <br /> Additional requirements for onshore facilities not involved in oil production are spelled out <br /> in 40 CFR§ 112.8. Those additional requirements are discussed in the subsections which <br /> follow. <br /> 6.1 Facility Drainage <br /> Potential discharges from oil storage containers are restrained by the secondary control <br /> mechanisms discussed in Section 5.2. Those secondary control mechanisms include <br /> diked containment areas and spill containment pallets. Spill kits containing sorbent <br /> materials are also onsite to contain spills outside these areas. <br /> The following subsections discuss drainage from the diked containment areas and the <br /> flows of liquids at the site. <br /> 6.1.1 Diked Storage Area Drainage <br /> The cinderblock and /or concrete dike containing the 10,000-gallon diesel AST and <br /> the 300-gallon unleaded gasoline AST has no drainage valve. The containment <br /> system serving the three 500-gallon ASTs and several drums stored under rain <br /> cover (awning) at the maintenance building has no drain valve. The custom <br /> fabricated metal containment attached to the perimeter of the slab beneath the <br /> emergency generator skid also has no drainage valve (this skid contains the EG <br /> diesel fuel - belly tank). All are designed in this fashion to prevent discharges from <br /> entering the facility stormwater drainage system. <br /> No rainwater will be pumped from a diked containment area until it has been <br /> inspected by facility personnel who are to ensure only oil-sheen free water is <br /> released; and this will not occur without the signature of a Manager on the Periodic <br /> Visual Oil Storage Inspection Form included in Appendix G of this SPCC Plan. <br /> Should a film, sheen, or discoloration, or other indication of an oil release be <br /> observed during the monthly inspections, the oily contents of the secondary <br /> containment area shall be removed physically using sorbent pads / pillows. The oil <br /> fraction may also be pumped into a container or vacuum truck and removed from <br /> the facility for appropriate disposal. As stated above, removal of rainwater from the <br /> diked storage areas shall be recorded on the Periodic Visual Oil Storage Inspection <br /> Form included in Appendix G or I of this SPCC Plan. These inspection logs shall be <br /> maintained at the facility for at least three years. <br /> 6.1.2 Diked Area Drainage Valves <br /> Diked areas have no drainage valves. <br />
