❑ Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 129
--. Company Tracy Plant
maintenance building are made of steel and placed aboveground on appropriate
supports designed to minimize erosion and stress. The only piping associated with
the other ASTs on property is flexible fuel hose which conveys diesel fuel from the
10,000 gallon AST to the dispensing nozzle. This flex hose is stored on nozzle
holder at the point-of-use when not in use.
6.2.2 Secondary Containment
The 10,000-gallon diesel AST and the adjacent 300-gallon gasoline AST and their
associated hoses are located within a diked containment area constructed of poured
concrete reinforced with steel. The contained area measures 41 feet by 15 feet by
2.5 feet (11,500-gallon capacity).
The three 500-gallon ASTs, containing automatic transmission fluid, motor oil, and
hydraulic fluid, are also located under a rain cover (awning) in a diked, concrete
containment area with dimensions of 37 feet by 13 feet by 0.5 feet (1,800 gallon
capacity). Steel piping from these tanks connects the tanks to dispensing stations
within the maintenance building. A portion of the piping is located within the
containment area; the balance of the piping is located within the maintenance
building. When not in use, the pumps associated with each of the 500-gallon ASTs
is shut down (controls are inside the building). Oil within the ASTs cannot flow
through the piping when the pumps are shut down. Any piping release into the
maintenance building during transfer operations would be detected and contained
with sorbent materials quickly.
The surface of the concrete floor within each of the diked containment areas, the
inside and outside of the containment walls, and the interface of the floor and walls,
are inspected visually during the monthly facility inspection to detect any cracks,
signs of heaving or settlement, or other structural damage which could affect the
ability of the dike to contain oil. Piping and pipe supports are also inspected during
the monthly facility inspection for any signs of wear, corrosion, leaks or other
indications of damage. Any containment or piping damage is corrected promptly to
prevent oil discharges.
A 248-gallon custom fabricated metal containment has been placed under the 80
gallon emergency generator diesel fuel tank (skid mounted belly tank). This
secondary containment will be subject to documented monthly inspections.
6.2.3 Accumulated Rainwater Drainage
This facility is located in an arid region; receiving an average of 10.58 inches of
rainfall per year. The diked areas in which the ASTs and associated piping are
located contain no drains. Precipitation accumulating within the diked areas
evaporates quickly. Average monthly precipitation amounts are less than 0.9
inches. Once the amount of precipitation within a diked area exceeds 3 inches, the
accumulated rainwater will be pumped onto the ground surface and allowed to flow
by gravity until it is absorbed into the ground. This will occur only if the conditions
below can be documented.
