❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 130 <br /> �-- Company Tracy Plant <br /> Rainwater within secondary containment shall be inspected by facility personnel <br /> prior to pumping to ensure only oil-free water (i.e., no sheen) is released. If the <br /> rainwater is found to be sheen free, this will be verified by a Manager who is to affix <br /> his / her signature to Periodic Visual Oil Storage Inspection Forms included in <br /> Appendix G or I of this SPCC Plan. These inspection logs shall be maintained at <br /> the facility for at least three years. <br /> Should a sheen or other indication of oil release be observed, the oily contents of <br /> the diked area shall be removed physically using sorbent pads / pillows or pumped <br /> into a container or vacuum truck and removed from the facility for appropriate <br /> disposal. <br /> 6.2.4 Corrosion Protection for USTs <br /> There are no underground storage tanks at the Northwest Pipe Company- Tracy <br /> Plant. <br /> 6.2.5 Partially Buried or Bunkered Tanks <br /> There are no partially buried or bunkered tanks at the Northwest Company- Tracy <br /> Plant. <br /> 6.2.6 Integrity Testing and Inspection of Aboveground Containers <br /> Visual inspections of all containers and ASTs by facility personnel are performed <br /> according to the procedure described in Section 5.4 of this SPCC Plan. Records of <br /> inspections and tests are signed by the inspector and kept at the facility for at least <br /> three years. <br /> The scope and schedule of certified inspections and tests performed on the facility's <br /> ASTs take into account container size, configuration, and design. A formal external <br /> inspection by a STI certified inspector will be performed according to the standards <br /> of the Steel Tank Institute (STI) method SP001 on this 10,000-gallon diesel AST <br /> every 5 years. This will include ultrasonic testing (or other systems of non- <br /> destructive testing) plus evaluation of this container's supports and foundations. <br /> Inspection records completed by the certified inspector are maintained with this <br /> SPCC Plan and will be retained for the life of the AST. <br /> Northwest Pipe Company personnel will perform monthly inspections of this AST <br /> installation, documenting the condition of the outside of this AST for signs of <br /> deterioration, discharges, or accumulation of oil inside the dike. This policy and <br /> procedure was deemed appropriate for this AST by Northwest Pipe Company <br /> operational and management staff, in addition to the PE certifying this SPCC Plan. <br /> All integrity testing inspection records are to be maintained with this SPCC Plan for <br /> the life of this AST. Refer to Table 5.2 for a summary of inspections and tests <br /> performed on bulk storage containers at the Tracy Plant. <br />
