❑ Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 32
--. Company Tracy Plant
areas so the accumulation of precipitation within the pallets is not a concern. Any
discharged material observed in these pallets is removed using sorbent pads /
pillows, appropriate cleaning products, or it is pumped and disposed of properly.
A mobile refueler or wet hose vendor is used to fuel equipment and vehicles
throughout the facility. It is not a stationary tank. Whenever the refueler is parked
for an extended period of time (e.g., overnight parking during non-working hours)
the wheels of the refueler will be chocked to prevent inadvertent movement outside
containment. The mobile refueler carries a spill containment kit capable of
containing the most likely type of spill (Table 5.2).
6.3 Facility Transfer Operations, Pumping, and Facility Processes
Oil transfer operations at this facility include:
• The transfer of diesel fuel from a vendor tanker truck to the 10,000-gallon AST
(occurs over secondary containment).
• The transfer of gasoline from a vendor tanker truck to the 300-gallon AST.
• The transfer of gasoline and diesel fuel from a vendor tanker truck to the mobile
refueler. Transfers into the mobile refueler are monitored (observed carefully
by both Northwest Pipe Company— Tracy Plant and the vendor).
• The transfer of automatic transmission fluid from a vendor tanker truck to the
500-gallon AST (monitored visually each time).
• The transfer of motor oil from a vendor tanker truck to the 500-gallon AST
(monitored visually each time.)
• The transfer of hydraulic fluid from a vendor tanker truck to the 500-gallon AST
(monitored visually each time).
• The transfer of diesel fuel from a vendor tanker truck or the mobile refueler into
the 80-gallon emergency generator belly tank (monitored visually each time).
• The transfer of hydraulic oil from a vendor tanker truck or a smaller Northwest
Pipe Company transfer vessel into any of the following tanks and monitored
visually each time:
0 114-gallon Byard Weld Oil tank
0 120-gallom Helical Weld Oil tank
0 200-gallon Bell Expander West Side tank
0 350-gallon Bell Expander East Side tank
0 200-gallon Hydrotest Oil tank
0 110-gallon Butt welder
0 114-gallon Skimmer hydraulic tank
0 96-gallon Small expander
0 80-gallon Offset rolls
0 134-gallon Large expander
0 170-gallon D-load machine
