Company Tracy Plant <br /> Specific regulatory requirements associated with facility transfer operations (above and <br /> below ground piping) at onshore facilities are discussed below. <br /> 6.3.1 Buried Piping <br /> There is no buried oil-transfer piping at the Tracy Plant. <br /> 6.3.2 Out of Service Piping <br /> Pipe lines not in service or on standby for an extended period of time are capped or <br /> blank-flanged and marked as to their origin. <br /> 6.3.3 Pipe Supports <br /> All pipe supports are designed to minimize abrasion and corrosion; plus allow for <br /> expansion and contraction. Pipe supports are inspected visually during the monthly <br /> inspection of the facility. <br /> 6.3.4 Aboveground Piping, Valve Inspections <br /> All aboveground piping and valves are examined monthly to assess their condition. <br /> Inspections include aboveground valves, piping, appurtenances, expansion joints, <br /> valve glands and bodies, catch pans, pipeline supports, locking of valves, and metal <br /> surfaces. Observations are noted on the monthly inspection checklist provided in <br /> Appendix G of this SPCC Plan. <br /> 6.3.5 Vehicle Warnings <br /> Warning signs are posted at appropriate locations throughout the facility to prevent <br /> vehicles from damaging aboveground piping and appurtenances. Vehicular traffic <br /> beyond the parking lot is in limited generally to Northwest Pipe Company vehicles <br /> or vendors. Visitors and vendors are escorted (on or within Northwest Pipe <br /> Company vehicles) within the facility by Northwest Pipe Company personnel at <br /> all times. <br />
