Both tanks had been used to
store diesel fuel. UST#1 was a 10,000-gallon tank, and UST#2 was a 550-gallon tank.
Soil samples were collected from beneath UST#1 at a depth of 15 feet below surface
grade (bsg), from beneath UST#2 at a depth of 12 feet bsg and from the stockpiles of
excavated soil. Soil samples were analyzed for total petroleum hydrocarbons as diesel
(TPHd), and benzene, toluene, ethylbenzene and xylene (BTEX). Analytical results of
the soil samples were non-detect for all three tank pit samples, but evidenced levels of
TPHd up to 15,000 parts per million (ppm) in the stockpiles. Although groundwater was
anticipated to be approximately 10 feet bsg, it was not encountered during this operation
and therefore could not be sampled.
During the tank removal the PHS/EHD inspector on site noted stained soils in the UST
#1 dispenser area. This area was not sampled at the time of the UST removal because
the length of product piping was less than 20 feet. During a routine inspection
conducted on January 15, 1997 an unauthorized release was discovered in the UST#1
tank system. This leak was found to have been caused by a faulty 'O'ring in the turbine
manifold, and was subsequently repaired. This area will require further investigation.
During the tank removal the piping lines to UST#2 were not sampled due to the physical
constraints of the site. The piping lines were closed in place on November 18, 1998 and
notation made that samples from beneath the lines would need to be collected before
the tank closure can be completed. This sampling remains to be done.
Please submit to PHS/EHD a work plan to complete the required piping sampling for
UST#2, and to begin the investigation of the lateral and vertical extent of potential
petroleum hydrocarbon contamination in soil and groundwater at this site. Include in the
work plan a well survey that shows the locations of all domestic, industrial, agricultural,
municipal and other well within a 2000 foot radius of the site. The construction of these
wells, if known, should be included.
A Division of San Joaquin County Health Care Services
