University of the Pacific
CERS Training Plan — Stockton Campuses
Training Methods
Training shall be provided through formal classroom training, safety meetings, and/or online
training videos.
Emergency Responders
Emergency Responders includes University of the Pacific Public Safety officers and EHS Staff in
Risk Management and Facilities. These responders shall complete a detailed annual review and
training on the Consolidated Emergency Response/Contingency Plan for the University, as
uploaded into the CERS system, including roles and responsibilities as listed in the above-
mentioned plan. Since the same plan shall be used for all three Stockton Campus
CERS reporting locations, the single annual training shall satisfy this requirement.
In an emergency, the role of Public Safety shall be to help coordinate evacuation and securing
the area.
EHS Staff shall provide site assessment and small spill cleanup. EHS Staff in Risk Management
shall receive initial HazWoper 40 hour training and maintain annual 8-hour HazWoper refreshers
(or the equivalent thereof). EHS Staff in Risk Management shall also receive initial respiratory
medical clearance and annual respirator fit testing (or the equivalent of current Cal-OSHA
respiratory training requirements). EHS Staff shall also have the primary responsibility of
contacting outside agencies and contractors (CUPA, State Warning Center, and outside
contractors for large spill clean-up services).
Department Chairs and/or Department/School safety contacts
Department Chairs and/or Department/School safety contacts shall be offered an annual review
training on the Consolidated Emergency Response/Contingency Plan for the University. The
training will address a general overview of the document, locations of the document, the option
to receive a copy of the document, and awareness of notifying Public Safety in the event of a
significant chemical spill.
Hazardous Waste Generators in Labs
Laboratory personnel that generate hazardous waste shall be assigned annual training in
Laboratory Safety, which covers PPE, safety equipment, safe behavior, the SDS online database
location, hazardous waste storage and labeling requirements, and emergency response
procedures. Emergency response procedures for laboratory personnel are limited to contacting
Public Safety and the cleanup of small, incidental spills of no larger than one gallon.
