University of the Pacific Spill Prevention, Control, and Countermeasure (SPCC) Plan <br />Stockton, California Aboveground Fuel Storage Tanks <br />Records of the briefings and discharge prevention training are kept on the form shown in Appendix <br />D and maintained with this SPCC Plan for a period of five years. <br />3.9 Security (40 CFR 112.7(g)) <br />Standby Diesel Generators <br />Each of the standby diesel generators have locked access to the control panels and fuel fill ports. <br />Physical Plant <br />The Physical Plant facility is surrounded by 8-ft tall steel security fencing. The fence encircles the <br />entire footprint of the facility. The entrance gate is locked when the facility is unattended. <br />3.10 Tank Truck Unloading Requirements (40 CFR 112.7(h)) <br />The potential for discharges during tank truck unloading operations is of particular concern at <br />this facility. The University management is committed to ensuring the safe transfer of material <br />to the AST. The following measures are implemented to prevent fuel discharges during tank <br />truck unloading operations. <br />3.10.1 Secondary Containment (40 CFR 112.7(h)(1)) <br />At the Physical Plant there is a five-gallon spill containment around each fill port which provides <br />limited secondary containment during the AST filling process. The AST and fuel unloading area <br />are co-located and are used by the outside fuel supplier making deliveries to the Physical Plant. <br />3.10.2 Loading/Unloading Procedures (40 CFR 112.7(h)(2) and (3)) <br />All suppliers must meet the minimum requirements and regulations for tank truck <br />loading/unloading established by the U.S. Department of Transportation. The University ensures <br />that the vendor understands the site layout, knows the protocol for entering the facility and <br />unloading product, and has the necessary equipment to respond to a discharge from the vehicle <br />or fuel delivery hose. <br />The Physical Plant Manager or his/her designee supervises fuel deliveries for all new suppliers, <br />and periodically observes deliveries for existing, approved suppliers. All unloading of tank truck <br />vehicles takes place only in the designated unloading area adjacent to the AST. <br />Physical Plant vehicle filling operations are performed by University facility personnel trained in <br />proper discharge prevention procedures.
